The Global Market Access and Pricing (GMAP) team within AstraZeneca leads by shaping the payer environment; creating and delivering highly valued market access solutions to unlock the potential of our life-changing medicines for patients.

As Payer Partnerships & Policy Director you will be accountable for advancing AstraZeneca’s global payer-focused policy positions and external advocacy strategy on topics including Innovative Value Strategies (IVS) [also known externally as Value Based Agreements], health technology assessment (HTA) evolution, affordable access to medicines, and disease-level policy to support access. You will be responsible for creating and executing a global payer policy strategy, and working closely with country teams to build and track their own payer-policy plans with particular focus on IVS readiness and shaping multi-indication capabilities.

This role will have high levels of internal and external visibility, with responsibility for engaging senior level AstraZeneca leaders, working closely alongside GMAP and government affairs teams as well as external stakeholders such as pan-EU industry trade organisations, academia, payers, policy makers and manufacturers to advance our mission.

We are seeking a candidate who is a highly effective communicator, with an ability to build and mobilise strong relationships to collaborate with a range of internal and key external partners. To be successful you will continually seek to understand and anticipate the evolving external payer and HTA environment, and different stakeholder needs to shape our global payer-policy strategy and support country teams to do the same.

Accountabilities:

  • Define AstraZeneca’s payer policy strategy, taking into account AstraZeneca’s pipeline, business priorities, as well as external policy landscape

  • Develop AstraZeneca’s positions and clear engagement tools for country level, and regional teams to use on payer policy matters. Focus topics include: IVS, multi-indication pricing, HTA evolution, and global access to medicines

  • Collaborate with stakeholders across GMAP and Government Affairs to align and execute our global payer policy strategic plan. Ensure above-brand strategy is incorporated, and supports brand level requirements across our biopharmaceutical portfolio

  • Map IVS readiness and policy shaping tactics at country level (ex-US), supporting countries to improve and execute plans through training, tools, and workshops

  • Communicate payer policy environmental updates, implications and AstraZeneca position/guidance to internal global, regional, and local stakeholders

  • Represent AstraZeneca on pan-EU & global trade associations, and engage key external stakeholders (academics, payer organisations, policy-makers manufacturers) on prioritised policy topics

Essential Experience & Qualifications:

  • Strong experience in EU/HTA country policy shaping from either public sector, industry or consulting

  • Experience working with governments, payers, and pharmaceutical industry bodies / trade associations to deliver country-level or cross-country policy initiatives, with demonstrable examples of success

  • In-depth expert knowledge and technical capability in payer-policy matters including pharmaceutical pricing & reimbursement, funding and access to medicines; price transparency; HTA systems; Value Based Agreements / approaches
