Program Manager
Transport for NSW is the lead agency of the NSW Transport cluster. Our role is to lead the development of a safe, efficient, integrated transport system that keeps people and goods moving, connects communities and shapes the future of our cities, centres and regions.
We are responsible for strategy, planning, policy, regulation, funding allocation and other non-service delivery functions for all modes of transport in NSW including road, rail, ferry, light rail, point to point, regional air, cycling and walking.
We focus on improving the customer experience and contract public and private operators to deliver customer-focused transport services on our behalf.
We also lead the procurement of transport infrastructure and oversee delivery through project delivery offices and industry delivery partners.

About the Team
The Regional and Outer Metropolitan division is focused on understanding the particular needs of regional communities across NSW and delivering customer-centred integrated transport services and infrastructure.
The Planning and Program function is to set the vision, lead change and focus on outcomes and benefits bringing the strategic priorities of Regional and Outer Metropolitan (ROM) to life. We are delivering real impacts through design, delivery and management of multiple programs of varying scales and value, all driving the outcomes of Future Transport 2056.

The Opportunities
The Program Manager is responsible for managing complex and interdependent programs to meet agreed milestones and business objectives throughout all phases of the program(s) lifecycle. This is an opportunity to be a part of an innovative team that delivers for our regional customers and communities.
The roles collaborate with multidisciplinary stakeholders across ROM, the Transport Cluster and with external stakeholders to deliver the programs of work such as;
- Fixing Local Roads is a $500 million NSW Government program, which in 2020 received an additional $191 million from the Australian Government, increasing the total funding for the Fixing Local Roads program to $691 million, the program provides funding to councils to assist in reducing the local roads maintenance backlog.
- 16 Regional Cities Services Improvement Program, which is rolling out improvements to regional bus services to provide better connections to where customers need to go for work, schools, health, and social and recreational activities.
- Fixing Country Roads is a $543 million NSW Government program providing targeted infrastructure funding from Restart NSW for regional freight projects. Local councils can apply to repair and upgrade local and regional roads to facilitate the movement of freight, to key freight hubs and state roads.
The Program Manager contributes towards the following day to day responsibilities:
- Managing complex, concurrent, interdependent and high priority programs to ensure they are delivered to time, cost, quality and scope.
- Lead program team across all phases of the program lifecycle including program mobilisation, scheduling, reporting, governance and benefits realisation.
- Engage and collaborate with a range of internal and external stakeholders (including other Government agencies, local government, councils and industry.
- Provide advice and support to assure sound program management driving effective integration and accountability for the delivery of each project.
- Collaborating as a team member with functional experts to produce successful program outcomes and deliver benefits for regional customers and communities.

About You
You’re organised, proactive and accountable, thriving in a complex environment where you will need to identify and prioritise high volumes of work to be actioned, using appropriate program methodology and standards, as well as demonstrating excellent problem and solution solving skills.
As a strategic and visionary thinker, you will need strong leadership skills and previous experience in program or project management. It is highly advantageous if have experience in leading, standing up and working with new teams.
You have a natural talent for building strong working relationships, and ability to influence others to see your point of view. Looking for real leaders to work on significant programs, with the ability to use your initiative to identify risks, issues and benefits of the programs.
Demonstrated political acumen and associated understanding of the nuances of public sector program development and delivery is highly desirable.
Your resilience will see you thrive in an ever-changing complex environment, navigate to address any issues across multiple programs to meet the ever changing requirements.

Salary and Benefits
- Program Manager Grade 9 $135,898 – $152,204 per annum plus superannuation and leave loading
